We are a faith-based nonprofit committed to restoring lives. At Angel Dressings Foundation, we walk alongside formerly incarcerated and unhoused individuals with compassion and practical care. From emergency resources to permanent housing and employment referrals, we offer the tools and support for a sustainable new beginning.

Angela Bass

Founder & CEO

Bio

Angela Bass leads with compassion, excellence, and a deep commitment to justice. As founder of Angel Dressings Foundation, she reimagines healing and equity for communities impacted by incarceration, homelessness, and poverty. Believing in second chances and the power of transformation, Angela champions fair chance initiatives, inclusive growth, and the strength of support over stigma.

Teresa Ethridge 

Secretary

Bio

Dr. Ethridge is a highly accomplished mental health professional and minister with over three decades of experience. She holds multiple degrees, including a PhD and several master’s degrees in counseling psychology, theology, and Christian education. As the founder and chief executive director of HumanityCenter4Change since 2000, she has trained over 7,000 individuals in mental health first aid and works to reduce stigma surrounding mental illness. Dr. Ethridge also serves as an assistant pastor, professor, and outreach specialist, and actively consults with the U.S. Institute of Diplomacy and Human Rights. Her work bridges faith, education, and mental health to empower communities across California and beyond.

Pastor Carolyn Cole is a seasoned faith leader and retired public servant who brings decades of experience and spiritual guidance to her role as Treasurer of Angel Dressings Foundation. With a heart for restoration and community healing, she supports the mission through wise stewardship and a deep commitment to empowering those overcoming hardship.

Tyler Pluhar

Board President

Bio

Tyler Pluhar, a leader at Stephen Pluhar Tax & Wealth Advisory, has over a decade of experience in business development and financial advising. He provides personalized strategies in investments, retirement, tax, and estate planning, building long-term relationships based on trust and transparency. Tyler is also dedicated to enhancing financial literacy through community involvement.

What the Stats Say:
Homelessness and Recidivism

Over 1 in 4 incarcerated women were unhoused before arrest—already a higher rate than men. After release, the risk continues: formerly incarcerated women face significantly higher rates of sheltered homelessness than men, with 156 per 10,000 affected, revealing a critical gap in support services.
Black, Latina, and Native American women face higher incarceration and homelessness rates, especially Black women, who experience homelessness after incarceration at nearly four times the rate of white men. These disparities stem from systemic racism in housing, employment, and the justice system, creating a cycle of poverty and instability for women of color.
Homelessness increases the risk of reoffending, especially for formerly incarcerated individuals. It leads to higher arrest rates and often traps people in a cycle of incarceration. Housing solutions, like Housing Navigation Centers, have shown promise in reducing recidivism by up to 20%.
